Berlin To convert from right back to the capital of Germany, it was necessary to hold a vote in the Bundestag in June 1991 which decided to transfer the institutions from Bonn to Berlin. The transfer of the federal government and the Foreign Ministry took place in 1999.

The management of this "government rojirrojo" has been marked by the continuing need to cut costs, in addition to an economic policy focused on increasing the attractiveness of Berlin through investment in culture, especially popular culture, "thus contributing to reputation for dynamism of the city.
